E.C.C.O. SHORT NEWS November 2004 The E.C.C.O. Bureau and Committee met on 9 - 10 October 2004 in Monte Estoril, Portugal The next General Assembly will be held on 4 or 11(date to be confirmed) March 2005. Below is a summary of what was discussed in Monte Estoril: Report by the President Unfortunately, the ECCO president Ylva Player Dahnsjö was not able to attend the meeting. The treasurer, Michael van Gompen was kind enough to chair the meeting which he did very successfully. Committee member Francisca Figueira organised the meeting in her home town, Monte Estoril. She was warmly thanked for all the splendid arrangements she made. Michael van Gompen pointed out the many mergers that are ongoing at the moment in different countries, such as in the United Kingdom and the Netherlands. Ylva Player Dahnsjö reported just before the meeting on the very positive vote in the UK where a vast majority of all involved members voted in favour of the new body: 'The Institute of Conservation, (with the strapline “For all those concerned with the Heritage in the UK”)'. All Committee members agreed that this is very encouraging development that will strengthen the national association in order to be even better advocates for our profession. In the Netherlands, the merger of all national associations is planned to take place early 2005. Germany has already united into one big national body and it seems that many countries will follow their example. Furthermore the chair reported on the presentation Ylva Player Dahnsjö did at the UKIC conference 'Conservation 2004' at 8 - 9 July in Liverpool and the presentation of Janine van Reekum together with René Larsen of ENCoRE at the Interim Meeting of the ICOM-CC Working Group in Education at 1 - 3 October in Helsinki. Both presentations enlightened audience about the work ECCO is doing and both had very positive responses. Application of new members Thanks to the intensified contact with East European countries, set up by Committee member Edith Touré, two organisations asked for the ECCO application form and their application was discussed by the Committee. Contacts with both organisations are hopeful and the Committee is hoping to recommend both organisations for ECCO membership at the coming General Assembly. Change of ECCO Statutes Michael van Gompen explained to the Committee that due to Belgian legal changes the ECCO Statutes will have to be altered again. These developments are inevitable and although we all don't like to change the Statutes too often the Committee is planning to propose the changes to the coming General Assembly. Please note that a sufficient number of delegates should be present at this General Assembly in order to achieve the quorum of votes needed for statutory changes. The planned alterations are minor changes and in line with current legal practice. Besides that, the Committee would like to alter the regulation in the statutes concerning the fact that only EU or EFTA countries can apply for full ECCO membership. The Committee is considering to change this regulation into all countries that participate in the Council of Europe, thus expanding the possible 'member countries' from 25 (in the EU) to 45 (in the Council of Europe). Proposed alterations will be sent to the delegates before the next GA, please read them carefully, consult with your memberships and attend this GA. The planned production of new booklets that contain the ECCO Official Documents in several languages is therefore postponed until after these statutory changes. E.C.C.O. and ENCoRE and profile of the profession Based upon the profile of midwives from the European Directive and the profiles she received from ECCO members, Cornelia Weyer set up a draft profile for the conservator-restorer. This draft document has been reviewed and discussed by the Committee and after hard labour and positive input a final ECCO draft has been made. Thanks to all! This ECCO draft was send to the board of ENCoRE who are now working on it. René Larsen already commented that the board of ENCoRE would like to put more elements in it from the profiles of the medical professions and architects, as described in the European Directive. The ECCO Committee is looking forward to the input of ENCoRE and we hope the present a final draft to our members before the General Assembly. CEN Standardisation for Cultural Property The French association, FFCR, is very much involved in the CEN project on a national level. FFCR finds it very important to have many conservator-restorers involved in it. They are considering setting up an email contact between cons-rest throughout different countries. Tanja Røskar Reed is still a contact person for ECCO, and although ECCO is not actively involved we would like to keep track of developments. Please pass interesting information about the project to Tanja. Survey on rates in Europe With regard to the second questionnaire of the working group, 45 answers were received and a few are still to come. Sabine Kessler will report about the interesting answers she received. Reports Natalie Ellwanger is coordinator and she has good hopes that the ECCO Reports nr. 2 will be printed before the end of the year.
