<b><big>E.C.C.O. SHORT NEWS</big> March 2005</b>
The E.C.C.O. Bureau and Committee met in Brussels on 10 and 12 March 2005. The General Assembly (GA) was held on 11 March 2005 in the Comité Economique et Social Européen The next Bureau and Committee meeting will be held on 18 - 19 June in Naples, Italy. The date for the next General Assembly yet has not been set
Below is a summary of what was discussed:
<b><u>Report by the President</u></b> The Bureau and Committee met three times last year: In June at the Kunsthaus Zürich, in October in Monte Estoril and as usually, one day prior to the General Assembly on March 10 in the Comité Economique et Social Européen. The President warmly thanked all the organizers of the several meetings. The President hopes that the Short News has become a useful tool to all the member organisations and she calls all organisations up to distribute the Short News amongst their members. It is important that as much conservator-restorers as possible should read the news and be informed about E.C.C.O. and the work that is done by E.C.C.O. As the E.C.C.O. reports are a second, important tool for spreading out information, the president encouraged all delegates to send their national reports to the editor and to support Natalie Ellwanger by sending in the reports by time. Also this year the deadline for the reports is 1 September. Further on the President reported about meetings where ECCO Bureau members represented E.C.C.O. during the last year. Monica Martelli Castaldi spoke at the ICOM-CC Legislation meeting in Athens. Ylva Player Dahnsjö reported at the UKIC conference in Liverpool and Janine van Reekum together with René Larsen presented the joint work of ECCO and ENCoRE at the ICOM-CC Working Group in Education meeting in Helsinki. All meetings have been successful and the speakers got great interest. Finally the President reported about the E.C.C.O. - ENCoRE meeting that took place in Düsseldorf. Ylva Player Dahnsjö, Cornelia Weyer, René Larsen and Ulrich Schießl came together to work on the profile of profession, the result of the meeting was presented at this GA.
<b><u>Application of new members</u></b> Thanks to the intensified contact with East European countries, set up by Committee member Edith Touré, the E.C.C.O. GA welcomed the Chamber of Restorers, Slovak Republic. The sub-committee for new members reported that the Komora Reštaurátorov sent all the required documents for full membership and proposed their application to the GA. The GA voted unanimously in favour of their full membership. The Chamber represented by their President Jozef Dorica and their Delegate Barbara Davidson was welcomed. The President of the Chamber gave a short presentation about the situation in the Slovak Republic. During the GA we also had observers from the Greek organisation "Higher Education Conservators of Antiquities & Works of art". Efi Papadopoulou and Argyris Koniditsiotis also gave a review about the situation in Greece.
<b><u>Collaboration of E.C.C.O. and ICOM</u></b> During the last year there has been an intensified work with ICOM-CC. As written before both E.C.C.O. Bureau Members Monica Martelli Castaldi and Janine van Reekum talked about E.C.C.O. and it's work on two assemblies of ICOM-CC (see as well Short News June and November 2004). For the future E.C.C.O. is discussing about becoming a Affiliated Member to ICOM. Sabine Kessler was in contact with the former President of ICOM Mr. Jacques Perrot in Paris. The changes of E.C.C.O. statutes made at the GA on 11 March give the possibility to become member of an other organisation.
<b><u>Collaboration of E.C.C.O. and ENCoRE</u></b> The main work done by E.C.C.O. and ENCoRE during the last year was the further development of the European Directive on professional qualifications. (See below) René Larsen and Janine van Reekum together spoke about E.C.C.O. and ENCoRE at the meeting of ICOM-CC Working Group Education in Helsinki in October 2004. Planed for this year is the common presentation of both organisations at the trade fair at the ICOM-CC conference in Den Haag in September 2005. Delegates of E.C.C.O. and ENCoRE will be there together. Contacts and Meetings E.C.C.O. will try to get into closer contact to the new Eastern European Members of the EU. First steps into the right direction have been done with the application of the Slovak Chamber. E.C.C.O.'s members are invited in September to take part in a conference in Slovakia with the title: "Methods of Restoration from the View of Practising Conservator-Restorers". Committee and Bureau are planing to send a Delegate.
<b><u>European Directive on professional qualifications</u></b> A very controversial discussed topic of both, Committee meeting and GA was the draft paper for the European Directive on professional qualifications. This paper was set up in Düsseldorf by Ylva Player Dahnsjö and Cornelia Weyer from E.C.C.O. and Ulrich Schießl and René Larsen from ENCoRE in cooperation with the E.C.C.O. bureau and committee. ENCoRE has adopted this draft paper already on its GA. It was distributed in advance to the GA to the boards of all member organisations and several amongst them sent comments and had objections to this paper. René Larsen, who was present at the GA, was able to explain about the paper, its form and its aims. Finally the GA voted for the paper as a draft version on which still has to be worked. On the final version will be voted via e-mail. The topic will again be thoroughly discussed during the next committee meeting in Naples. After voting on the final version this paper has to presented in Strasbourg.
<b><u>Survey on rates in Europe</u></b> The second questionnaire, as reported in the ECCO Short news of April 2004, has been finalised and printed in the latest E.C.C.O. report. The questionnaire can be filled out anonymously and all are asked to return it as soon as possible, preferably before the next committee meeting in June. The Committee is looking forward to all answers because they will represent a clear picture on the European situation of used rates and salaries for cons/rest. Please cooperate and try to have as many questionnaires filled out as possible.
<b><u>Website</u></b> Please remember the change of address of the ECCO and APEL websites: http://www.ecco-eu.info http://www.apel-eu.info The websites are still under construction and Tanja Røskar Reed will maintain the sites. Please send your news and items for the calendar to her! As a part of the new webpages the E.C.C.O. Bureau and Committee will have new e-mail addresses connected to the pages. A list of the new contact e-mail addresses will be sent out with the updated members list.
<b><u>E.C.C.O. Reports</u></b> Natalie Ellwanger is the coordinator of the E.C.C.O. Reports; please send your National report before 1 September 2005 to her! Besides sending the National reports, pictures, to be published in the reports, are very welcome. Any help in raising advertisers is more than welcome; Natalie can supply you with a standard letter. In 2004 we only were able to get three advertisers. This number is not really enough to finance the setting up and printing and it is important to rise it again for 2005. All delegates will receive the ordering form for extra copies along with the contribution payment.
<b><u>Election of Bureau and Committee</u></b> Presdident Ylva Player Dahnsjö (SSCR), General Secretary Janine van Reekum (VeRes) and Francisca Figueira (IPCR), they all resigned from Bureau and Committee. For the tremendous amount of work, the representation of E.C.C.O. they have done and their wonderful company they where warmly thanked. Three new candidates were proposed to the General Assembly and voted for unanimously: Susan Corr (ICHAWI), Suvi Leukumaavaara (NKF-Fin) and Cecilia Rönnerstamm (NKF-S). The new Bureau and Committee were chosen at the Committee meeting on 12 March 2005:
